Usage of 'Thinking'

I very recently came across following rule in grammar. Does that mean that "I am thinking on that issue" is wrong???
  • The present continuous is usually used with doing verbs (verbs of action) not with verbs of state. The following verbs are not used in the continuous form:-
Conditions: belong, cost, need, own, seem
Feelings: like, love, hate, want, wish
Beliefs: believe, feel, know, mean, remember, think, understand

I think the operative word is "usually." In my opinion, your example is okay, although "thinking about" is more common currently than "thinking on."
People also say things like, "I'm thinking that she has already made up her mind."
Counterexamples come to mind for most of the words on your list.
This is costing us more than we can afford.
I am needing help with every pa
