Usage of 'they think'

According to Bloomberg, two people they say are credible but not authorized to speak in public, said the destructive malware found in Sony's internal system last week contained Korean language code.

I have seen the sentence in a newspaper but I think 'that'or 'who' is needed between 'two people' and 'they say' like "two people who they say are credible...said..." to make the sentence structure correct?

What do you native English speakers think? Thank you so much as usual in advance.
