Usage of the word relationship

"So while the United States obviously has a strong interest in relationship and in the security component of the relationship, it is up to Japan and the Republic of Korea to put history behind them and move the relationship forward."

I have learned that relationship is between people and relation is between nations but I found some representative saying relationship when he referred to nations, so sometimes relationship is used for the same meaning as relation?

Or is there a meaning difference and a reason for using the word in the statement? Thank you so much in advance.
