Usage of the word 'plateau' ?

Hi,

I was just writing an essay for IELTS academic writing task1, and there was a line graph that reached a plateau. The Y-axis value(the number of passengers) was 400, and I want to put this in a sentence.

It reached a plateau between 12:30 and 14:30 (at/with/?) 400....? This is where I stopped.

Some help would be very thankful. Emotion: smile

PS. could anyone tell me whether writing time using a colon is alright? Is there any other way of writing time?(It has got a little bit repetitive..)
