In the noun phrase "human being", "being" is the noun (a gerund), and "human" is an adjective. In your last example, "This substance should not be tested on human", "human" is a noun. The two sentences are the same.

The difference between "He is a selfish human being" and "He is a selfish person" is too slight for a beginner.
