Usage of the word "all"

What could be the diference in usage between "all those people" and "all of those people"?
To me, they mean the same though the latter seems to emphasize the word 'all' whereas the former on 'people'. I can't really see why we need such variants.

Both are correct. We don't really need variants; we just have them.

I thought there had to be some difference when peple choose one over another.
