Usage of The Present Perfect Tense in a summary

Good afternoon,

I just wrote the following summary, however, I am not sure about the orange-marked sentences.

Summary of United Kingdom's general elections, 2010

On the 6th of May, general elections were held in the United Kingdom. One day later, on the 7th of May, the BBC confirmed a hung parliament (also called a minority parliament), because it became impossible for a party to gain the number of seats needed to form a majority government.

On the 11th of May, a coalition government has been formed between the Conservatives and the Liberal Democrats. The new prime minister of the United Kingdom is David Cameron, leader of the Conservative party. Nick Clegg, leader of the Liberal Democrats has become the deputy prime minister.
The coalition parties have agreed to bring a bill forward for a referendum on changing to an alternative voting system. The political factions will be able to campaign on opposite sides of argument. The only way to remove the new government is in a vote of confidence backed by at least 55% of the members of parliament.

The first sentence:
Nick Clegg, leader of the Liberal Democrats has become the deputy prime minister.
Is it right to use the present perfect tense in this sentence? I think it is, because it is an action which happened in the past, but have an effect in the present.

The secound sentence:
The coalition parties have agreed to bring a bill forward for a referendum on changing to an alternative voting system.
I think I have to use the present perfenct tense, because the action happened at some unknown time in the past.

Am I right?
