Usage of the present perfect

It's from The Independent's article:

"After confirming that Mr Tabak had been charged, Detective Chief Inspector Phil Jones, who has led the investigation, said in a statement: ...."

My question is: Does the use of the present-perfect 'has led', here, mean that the Detective Chief Inspector is still leading the investigation or completed it.
