Usage of "the"

Why do some events, festivals and facilities need "the" while the others do not?
For example: the St. Petersburg Hospital or St. Petersburg Hospital
The Venice Film Festival or Venice Film Festival
The London Zoo or London Zoo

Thanks.

There are no firm rules about this. But the omission of 'the' often suggests that what is said is the actual name of the hospital. eg Venice Hospital sounds like this is what it says on the door.
