Usage of "the"

Hi All, I need your help in choosing the correct sentence among the two sentences below:

(1) Local law enforcement officers follow false leads while FBI agents are distracted by multiple kidnappings of young children.

(2) Local law enforcement officers follow false leads while the FBI agents are distracted by multiple kidnappings of young children.

The difference between the two is usage of "the" before "FBI agents". When I talk about FBI agents, I am referring to few FBI agents. I am not sure if I should use definite article in the above sentence.
