Usage of "the"

I don't know if I need to put "the" before a specific bank or a department :

I will go to the Hongkong Bank vs I will go to Hongkong Bank.

I will visit the IRD vs I will visit IRD.

Hello. allegator-- and welcome to English Forums. There are exceptions and caveats, but generally-- at least with your example-- use the article when you are thinking of a particular branch/building and no article when you are thinking of the firm as an entity.
