Usage of so to speak/shall we say

Could anyone please explain if there is any difference between the above expressions?

I read online the following sentences:


This is the first time that we are opening a window, so to speak, on legal migration policy.

This is, shall we say, the link between the economic and social aspects embraced by ... (etc.).


If I want to express in other words what I have already said/written could I use these expressions?
