Usage of Semicolon

"Venezuela is dealing with food shortages, massive inflation, and rising discontent; all this despite the country's rich oil reserves, and it's happened under the leadership of the socialist government that's held power for the past 15 years."

I was wondering if we need the semicolon? And if so, what is the meaning of it in the sentence? What do you native English speakers think? Thank you so much as usual in advance!
