Usage of semi-colons instead of commas...

I further wish to extend my warmest welcome to Reverend Gyoyu Urushibata, Nichiren Shoshu Overseas Department Chief; Chief Priest Reverend Nomura Shotsu; and Reverend Hotta, Overseas Department Secretary; other guest priests from Japan and Indonesia and all Taiwanese believers. We appreciate your presence today at the inauguration ceremony.

My daughter has asked to comment on the first sentence.

1. I am baffled why she uses so many semi-colons. I would use commas instead. Is it OK to use the semi-colons?
2. Are there any missing punctuation marks in the sentences?
3, Are there errors in the sentence?

Thanks.
