Can both the prepositions in and from be used in the sentence below?
If both are accepted, what difference do they make?

1. Rich nations are expected to borrow heavily in world credit markets to finance spending at home.
(OR)
2. Rich nations are expected to borrow heavily from world credit markets to finance spending at home
