Usage of Period

Could you tell me which one is right between the following sentence?

A. "Fortune and misfortune are neighbors." is a German proverb. (There is a period in the direct quotation.)
B. "Fortune and misfortune are neighbors" is a German proverb. (There is no period.)

And how can I express the following one in a right way? Could you correct it if it is wrong?

C. He says, "'Fortune and misfortune are neighbors.' is a German proverb, not English." (I replaced double quotation marks with single quotation marks.)
