Usage of period

1) Do I have to say, "I love you."?

2) He said, "I love you.".

Do not we need a question mark in the first sentence? And then do not we need a period in the second sentence?

Thank you so much for your time and help as usual.

Both the question mark in the first sentence and the period in the second are required. The first sentence should not have a period, and the second should have only one, preferably inside the quotation marks.
