usage of one and where


Once when the Kaaba fell into disrepair, the clan chieftains quarrelled over who would have the honour of putting the sacred black stone back where it belonged.
adv. once = on one occasion?
Is where here a adv. or conj.? If it is conj., why not use "putting the sacred black stone back to where it belonged"?
