Usage of Neither/Nor

Hello,

Is the usage of "neither" below correct?

"As distance from the time of Partition has grown, we have come to understand that cricket between India and Pakistan is not a proxy for war. We must understand that neither is it a proxy for peace."

I'd have thought there should have been a comma after the first sentence and the 2nd sentence should have started with "nor" - "....is not a proxy for war, nor is it a proxy for peace"
