Usage of make possible

They have also made possible the swift transportation of victims discovered on site.

I have seen the sentence in a tragic news and I was wondering if we can also write it to They have also made the swift transportation of victims discovered on site possible for the same meaning or make possible is a fixed phrase? And is there a reason make something possible is not used, but make possible something?

Thank you so much in advance.
