Usage of in accordance with

Should we be using any of as per, per, or in accordance with when we want to say something confirms that what we are saying is true? For example,

I did invite you to the event, as per/per/in accordance with the phone message I left on your mobile.

Or should we be using them only in situations like this:

I did invite you to the event, as per/per/in accordance with section 5a, which states....
