Usage of 'in'
I have found following sentence in a book.
Package holiday companies operate huge numbers of low-cost flights to high-rise hotels in developing countries every summer.
According to above sentence, companies provide low-cost flights to hotels in developing countries. My question is why we don't put in before 'every summer' ?
