Usage of enough

He runs fast enough to catch it.

I know that enough modifies the adverb fast behind and then can I say enough modifies in large quantities behind?

It is prepared in large quantities enough to serve 100.

And I heard that in large quantities means the same as the adverb wholesale and then the sentence can be rewritten

as It is prepared wholesale enough to serve 100. And then there is no problem in grammar, right?

Or is there a rule that the word enough modifies adverb and adjective behind but it does not modifies prepositional phrase behind?

What do you native English speakers think? Thank you so much as usual.

Wholesale is the opposite or retail.

Retail means selling to the customers who will actually use the product. (end-use customers)

Enough has to modify gradable adjectives; those that can be used in the comparative:

Is it large enough, or do you need something larger?
Is the color
