Question on the usage of "condolences".

Can this word also be used to express (deep) sympathy for disaster sufferers

who are not necessarily bereaved families?

as in,

We express our sincere and deepest condolences to those who are

suffering from the disaster caused by the earthquake and tsunami

struck northeast Japan.
