Usage of commas and with

Duty-free stores posted a combined eight-billion U.S. dollars in sales last year, with growth of about 15 percent over the past decade.

I am always confused with usage of commas and I am not sure if the comma is needed and I learned that ,with can be interpreted like ,and....like

It was a misty morning, with little wind blowing.
= It was a misty morning and little wind was blowing.

Or is there a proper usage and meaning of 'with growth of' in the dictionary and is maybe the comma unnecessary?
