Usage of commas

I have learned that and can be omitted when the two adjectives are coordinate adjectives like

We saw a lively and happy poodle.
-> We saw a lively, happy poodle.

And then I was wondering if we can apply this rule to "to infinitives and present participles" like

I want you to clean the house and to do the dishes.
I saw them dancing and singing.

-> I want you to clean the house, to do the dishes.
-> I saw them dancing, singing.

I am asking this because I saw some sentences that I can't understand well.

Most of the violations have come at night and resulted in South Korean troops firing warning shots, sending them back north of the border.

Here "sending them..." functions the same as "firing warning shot" and an object of "in"? Like

Most of the violations have come at night and resulted in South Korean troops firing warning shots and sending them back north of the border.


Or "sending them..." functions independently like I watched TV, eating snacks?
