Usage of commas

Former US President, Jimmy Carter who promotes habitat for humanity~

assistant secretary of state for international security and nonproliferation, Thomas Countryman~

I have learned that we do not use commas for job titles but I have seen commas are used for job titles in front of names, so in some cases, can we use them? And then, in what case, do we have to use them? Or they were misused?
