Usage of "Both"

I feel the placement of “both” at the start of the sentence and before and after the verb “are” does not alter the meaning in the following sentences:

The San and Mier communities are both land rights holders within the KTP.
The San and Mier communities both are land rights holders within the KTP.
Both San and Mier communities are land rights holders within the KTP.

Is the second sentence correct grammatically? Also, what is the difference between these three sentences?
