Usage of because and why

I know well about the difference between 'That's because...'and 'That's why...' but I was wondering if there is a situation the two words because and why are interchangeable for the same meaning? The two words are related to this word reason so I feel like in some case they mean the same or something. What do you think?

Speaking of two events that are connected as cause and effect, the former introduces the cause and the latter introduces the effect.

Situation: Jack has very little income (cause), so he doesn't spend a lot of money (effect).

1. Jack doesn't spend much money, does he? / No. That
