Usage of "be"

I found the following sentence on one of a websites that I went through. Though I can understand the meaning of the sentence, what I cannot understand is the usage of "be". Therefore, I would really appreciate it if someone could provide me with some explanation to understand it properly. Furthermore, please let me know what is the name of the grammar for that part.
