Usage of 'as'

Flynn added that Smith did not drop his gun as ordered before he was shot dead.

I have seen this sentence in a news article and I was wondering how the as functions in the sentence.

Does 'as' function as a kind of a relative clause and then what is the antecedent?

Thank you so much as usual in advance.
