usage of a word

I read a book and found this line-
"Go and get my jacket. The one that cinches at the waist with the buttons."
Now, I know that to cinch a garment means to secure it with a belt or cord. But I am not sure as to how the word cinch is being used in the aforementioned sentence as the phrase "with buttons" is also tagged on.
Can anyone help me understand the meaning of cinch in this context?

Actually the first should be "a button." But double-breasted jackets typically have two-button closures.
