Please tell me if "devolution" term be used to denote transfer of materials from a lower office to higher office

If you are talking about the physical movement of goods, I don't think you have the right word here.

Devolution can be a legal transfer of property to a rightful successor as in inheritance.
It is also delegation of legal authority from a higher government authority (e.g. national) to a lower one (e.g. state).
