US Senate/Congress

Hi everyone,
I've got a problem with the use of articles before "US Congress" and "US Senate". Is "the" necessary before "US" in these two examples or is it optional to use it?
To me the first sentence is correct and the last one. Could you tell me if the second sentence is also correct?
  1. "The US Congress reduced the US share to 25% of the UN budget."
  2. "US Congress reduced the US share to 25% of the UN budget."
  3. "Congress reduced the US share to 25% of the UN budget."

Would it the same for these sentences:
  1. "The US Senate has voted in favour of making English the national language."
  2. "US Senate has voted in favour of making English the national language."
  3. "Senate has voted in favour of making English the national language."

I like #1 and #3 in the first set but only #1 in the second set. US needs the article ( the United States ), but I am not sure why Congress does not require the article while the Senate does.

Hi,

I've noticed that although ordinary people call it 'Congress', many US politicians refer to 'the Congress', and I have often wondered why.

eg President Bush will have to make concessions to the Congress on this issue.

Both terms seem to be used in the US Constitution.
