Urgent help is required.

I typed like this:

First line: You have to take a sample test now.

Second line : ...sample test on reading strategies.

Is this wrong?

Can't I start the second line like this?

The first line is grammatical, but the second line is just a fragment of a sentence. That means that, strictly speaking, it doesn't follow the rules of grammar. Better to say

But in the second sentece i meant it to be so.

Instead of writing 'It's a ..., I put (.....)there.

So you say the second one is wrong.

You're trying to use the ... (called an ellipsis) in a way that it's not intended to work. The dots show that text was removed from a quotation, but you can't use it as a substitute to replace missing words.
