Urgent Grammar Questions

Hi guys! I have some questions.

There are three sentences, which I want to translate but, I'm a bit confused about words order.

First Sentence: The plains still could be seen or The plains could still be seen?

Can "still" be used before could, if yes, try to explain it, please.

Second Sentence: The Evans and the Smiths had lived together for many years by the time the following incident occurred.

Can we use Past Perfect in the first part of this sentence or Past Simple must be used? If we can try to explain, please.

Third sentence: There are the most beautiful houses in this are.

Is it allowed grammatically to apply article "the" after "there are" and is this question correct? If it is appropriate, try to explain the grammar, please.

Thank you =)
