Should upstate in the phrase upstate New York be capitalized? An example of how this is going to be used is "John used to work in upstate New York."

Don't forget D/downstate Illiois. Which iiuc is anything south of Chicago. I think there is a university even, Downstate Illinois University, but I'm not sure.
