Upset

Could you tell me which preposition is right between 'at' and 'with' in the following sentence? Thank you in advance.

I could't even guess why he was so upset [at/with] me.

For a person, use "with."

How about 'angry'? Which one is right between 'at' and 'with' in the sentence, "I could't even guess why he was so angry [at/with] me?"

You may see "at" used, but in my opinion, "with" is the better choice.

Then, is 'upset at somebody' also possible like 'angry'? Or, it is just wrong?
