1.What does 'Upper Case' mean in this context? I don't know. perhaps it's just asuggestion to the typist that this tile should be typed in upper-case.

Does it mean that:

incentive for every RMB 5m = 1.33%*5m = RMB 66,500 ? That's how it seems to me.

This whole passage seems to me to be written in a 'technical, jargon-y' style. No doubt the intended readers will understand clearly, but most casual readers will have trouble with this. It could be written much more clearly.
