How can I get understand about "upon"?

I know "the consequences" is about "the conversion process",but what is the relationship about "conversion process" and "inhibition"?

" To me, it appears to mean that the consequences are triggered, or initiated, by the inhibition. However, this is not a terribly well written sentence (in my opinion), and I'm not sure it's possible to be certain of the meaning without further background knowledge of the process being described.
