Uplift

Hi~ What is the best meaning of the word "uplift" here? And what does the sentence try to say?

Is it alright to understand the word "uplift" as "hope or happiness"?

Or is it closer to the meaning of "making someone's feeling or spirit better"?

What do you think about the word and the sentence?
