Hello,
I would like to know if my 3 sentences are equivalent.

( A ) Up until 10 years ago, the country did not import oil; now it ranks second in the list of the biggest importers in the world.
( B ) Over 10 years ago, the country did not import oil; now it ranks second in the list of the biggest importers in the world.
( C ) More than 10 years ago, the country did not import oil; now it ranks second in the list of the biggest importers in the world.

I feel (A) includes the exact time of 10 years ago but (B) and (C) not.

Like Paco, I feel that B and C are equivalent, but not the same as A, although quite close. B and C both leave open the unlikely possibility that the country did import oil more than, say, 15 years ago, but stopped, and did not return to importing oil until 10 years ago. Very unlikely, though.
