Up To Sometime?

Hi,
In the phrase "History of X from Y up to Z", is history of X during the time of Z regarded, or are we just speaking of the history of X from the time of Y to a time just before the time of Z, and therefore the period of Z is not actually included?
FYI, the actual phrase is "History of philosophy from Bacon up to Hume."
