Up to bar

Vienna retains the top spot as the city with the world's best quality of living, according to the Mercer 2010 Quality of Living Survey May 26. Zurich and Geneva follow in second and third position respectively, while Baghdad remains at the bottom in the ranking. Three Chinese cities - Hong Kong, Beijing and Shanghai - performs up to bar with all three ranking before 120.

"performs up to bar", what does it mean ? and what's "bar" here?

"performs" is a single here,does it just refer to Shanghai? ,if it don't,I think it should be "perform".

I've heard of "raising the bar" to encourage better performance, but I've never heard "up to bar."

I agree that "perform" should be plural: Three Chinese cities perform up to whatever.

If it's "up to par," "par" is a common term for standard performance. It's most common in the game of golf.
