"Today, about 35 per cent of all young people on the dole in advanced economics have been out of work for six months or longer, up from just 28.5 per cent in 2007,the report showed".
[1] Can I change "up from just 28.5 per cent" to "from just 28.5 per cent"? [2] Do I have to write "per cent",not "percent"?
Thank you for your answers in advance.

Yes.

You can use either, but I'd say 'percent' is more common.
Why not use the % key?
