Hello,

"Sam is unwilling to make it happen."
"Sam is refusing to make it happen."

Are the two sentences identical in meaning?

To me, #1 sounds a bit more passive. Maybe he just sat and thought 'I don't want to make it happen '. #2 sounds more active.
