Her Majesty’s Inspector of Schools was supposed to come to visit one school. One of the teachers didn't like them, because:
They didn’t wish you to teach a child to write a decent letter and address an envelope properly; they wanted more self-expression, something called Free Drama or Eurhythmies; they had almost religious attachments to some unusual form of handwriting, script, or italic; they thought history could be taught by the making of a puppet theatre, geography by the installation of a rain gauge, and that disciplinary problems could all be solved by the setting up of a class committee before which the behaviour of the teacher could be criticized as freely as that of the most disturbing element in the class.

2. Does it mean that that class committee could criticize the behavior of the teacher as freely as any other troubling thing which happens in their class?

In one of the dictionaries I found that "script" is a particular form of writing called "cuneiform script". Is it possible in this case?
So that would mean that those school inspectors were cranks (as the author says) because they wanted the kids to learn to write italics and cuneiform?
