It is common. 'Until after + point in time' means, well, until after that point. I really don't know how I can say it any simpler.

...development...didn’t take place until after 1900 = development started in 1901.

Another example (they are usually or almost always negative or non-actions):

I couldn't ski until after I'd had 6 lessons = I could ski only after
