Until

Hi teachers,

The system fell into disrepair until 2009, when the government spent $600 million upgrading and modernizing the island's railroads.

Does that mean "after spending the money on the island, the system had not been repaired. But after 2009, it has run again"?

Hi mate, it says that AFTER 2009, the goverment spent money in order to repair it.

I have one more question on "until". Let say you can't close the file because you haven't received the check from a customer, so you have to keep chasing this customer. Which sentence is correct?

2. Unitl you receive the check, you shouldn't close the file.
