unti now + past simple

Dear teachers,
Could you please explain why "past simple" is used here with until now. In my opinion , it should be the present simple not the past simple here:

Since 2005, Ha Noi’s relevant agencies and experts have drafted documents such as the Regulation on Management, Investment and Preservation of Cultural Relics and the Regulation on Managing Ancient Relics, says Thanh.
However, until now, these regulations were still on the table.

Hi Tuongvan I would use the simple present tense in that sentence: - However, until now , these regulations are still on the table. You could use the simple past tense this way, for example: - However, until last month , these regulations were still on the table.

I would use the simple present tense in that sentence:

- However, until now, these regulations are still on the table.

You could use the simple past tense this way, for example:

- However, until last month, these regulations were still on the table.
